[T2] Grounding Problem?

Interesting electrical nuance:
1- hop in my '71 Westy; notice the dome light is on (leave driver door
open)
2- insert/turn the ignition key; get *nothing* from the starter
3- notice the dome light is off
When I "reset" my bus by disconnecting/reconnecting the battery cable, I
can repeat the above sequence. Putting a meter on things, the battery looks
good both when measuring across the terminals and when measuring from + to
chassis.
However, when measuring from the starter + to ground (battery or chassis),
I get a good reading before trying to start (step 1), but nothing
afterwards (step 3).
Believe I may have either a bad ground from the transmission to chassis, or
a bad battery connection to the starter.
Thoughts?
