Thanks for all the advice from the list.

I've lubed up all the arms/linkages/anything-that-moves on the carb with a well-known spray lubricant and I've ordered some new return springs.
After a day of driving, the "stickiness" had pretty much gone and then it seems to have disappeared completely now, but I'm still going to install the new springs.
