I am worried about sticking anything in the socket and shorting something out. What is a safe way to test this thing out?

The charger works intermittently, and I can't quite tell if it is a voltage issue, or an issue with the charger just having worn out. With a volt meter built in - when the thing isn't working properly, I should be able to see if I am getting proper voltage to the adaptor.
