that sounds like a short or a loose.

just a volt meter - if you're getting ~13.5+ volts (really
14.something) when running (or at least above idle) anywhere in the
system, you're charging adequately.  if you add your loads, and that
drops down below about that point, you're not charging enough.

I'd stick that volt meter on the power outlet and see if it drops to
zero a lot (short/loose wire...)

assuming it's a cig outlet, the physical interface could just be bad
(moving causing contacts to lose connection, etc).....
