That is a tough one to diagnose. I've had some odd stuff occur with my
flasher, '71 too, when the ground was weak at the battery. I've never had
it blow the fuse, but very odd issues. Has your flasher switch functioned
properly in the past or this a brand new issue? I think the flasher is
mounted behind the fuse panel on our buses making it a pain to get at, but
I wonder if it is not seated completely causing an overflow of current to
blow the fuse?

Looking at the '71 diagram,

like the big wire you are talking about is supposed to go the lamp in the
hazard switch, not the flasher itself. Do you concur? Possibly the switch
itself is going bad as the emergency flasher is a separate power source,
from that switch, whereas the blinkers are just passed into the flasher
relay, or at least that is how I remember it.

Not an expert with wires speaking.
