 Hi Jdd,
First would figure out what year and type of VW the engine was to go into.  Type 1, 2, 3, or even 4????

  For type 1 & 2 post-1967 would use the 1968 and later tin (FI type 1s require different head tin), and would upgrade to dog house shroud.

 

   For pre-1968 would use 1500 tin with dog house shroud tin and pulley.

Check out your local VW engine rebuild shop/s for good used German made tin or the classifeds on Thesamba.com.

As for a engine rebuild kit, you can get a seal kit for the 40 HP and later engine, but any "kit" for the entire engine is a very very bad idea.  There are parts like bearings and cam gear need to be sized to the engine case in question.  Plus most engine kits sold on the cheap have junk parts in them.  So if you want a reliable long lived engine it is best to get the parts from reliable parts supply places like Wolfsburg West, DRD, RIMCO, Gene Berg Ent., CB, DPR, etc., or buy an engine from a reputable engine rebuilder.
