Theoretically, steel springs do not sag unless they are pushed beyond 
their elastic limits. Steel does not bend over time unless it fatigues 
in which case it would most likely crack and then you have a real problem.
A change in the height of a bus is more likely due to how much load is 
in the bus. Unless of course VW used some poor quality steel in some of 
their torsion bars with low yield strength.
