[T2] won't idle

can't seem to get a smooth low rpm idle.
have done all the regular stuff
tightened the spring even
I can hand move the linkage to get it to idle but won't return after 
accel.
no binding that I can find.
engine is all the way in. tightly

have played with idle adjust screw but is not the problem area I don't 
think.  drives normally etc.  but hate shifting it into gear at 12-1500 
rpm (did I mention it was an AUTOMATIC)
