The Wire missing from the fuel cut off will normally make the motordie at low idle….you should hear a click when put the live wire to the solenoid…if no sound with hot wire, the switch may be bad….but motor should rev and run fine till you stop at a light and the motor will just die at idle.
Is the butterfly stuck closed ?

More info. I found the wire that goes to the fuel cut of and then on to the
choke, was not hooked attached to the choke. What would this do?
