The tire pressure decal on my '72 Westy is inside the lid for the gas cap.

The number on the sidewall of the tire is that tire's maximum capacity
regardless of vehicle. You want to go with the recommendation for the
specific vehicle the tire is on. (If that number exceeds the number on the
sidewall, then you are using the wrong tire - not an issue if you're running
Hankook RA08's.)  Depending on the year of your Westy, that is noted behind
the driver's seat, on the steering column, on the driver's door jamb, or in
the case of some Eurovans on the gas flap. On a rear engined Westy (anything
but a Eurovan) it will be about 10 lbs higher in the rear than the front.
For a '71 it's roughly 30 in the front and 40 in the rear, but that is off
the top of my head. VW changed it a bit from year to year. Check your decal.
